
INTRODUCTION
The protection and safekeeping of National Key Points can be considered to be one of the highest priorities not only in the security industry but also for the well-being of the South African economy. It has been considered important, to the extent that the legislator has published an Act specifically for the safeguarding of NKP’s thus empowering NKP Security Officers with very specific powers as compared to a normal security officer.
The fact that these specific powers are granted to the NKP security officer, so much more emphasizes the responsibility that such a security officer has. To make safeguarding a NKP effective (and the work procedure laid down for this purpose), there are several aspects the NKP security officer has to be made aware of.
PURPOSE
The purpose of this module is to equip the prospective NATIONAL KEY POINT (NKP) security officer with the relevant knowledge, skills and attributes as contemplated by the NKP Act 102 of 1980 enabling him to execute his duties in a correct and professional manner thus creating a safe and secure environment for all entering and leaving a NKP and as well as the safeguarding of such NKP from any attack or embarrassment factor. This unit standard is designed for persons who need to explain the requirements for the safeguarding of a National Key Point. The learning assumed to be in place for this unit standard, is that learners are already competent in:

¾ Mathematical literacy at NQF Level 2
AFTER COMPLETION OF THIS UNIT STANDARD THE LEARNER WILL BE ABLE TO:
- Have a working understanding of the legal framework within which national key points are being secured.
- Make a distinction between general security and the securing of national key points.
- Explain the functions of the minister and the owner of the national key point (NKP).
- Explain the recruitment and selection requirements of NKP security officers as stipulated by legislation.
- Explain how to apply the powers of security officers on a NKP.
- Identify the acts and deeds that are prohibited on a NKP.
- Explain the meaning of certain words and phrases as contained in the NKP Act 102 of 1980 in their rightful context.
- Explain the responsibilities of the Minister in terms of the NKP Act. (Sections 2, 4, 9, 11, and 12 and Regulation 16 of the Act.)
- Explain the responsibilities of the Owner of a NKP. (Sections 3 (1)(2) and Regulation 7, 9, 10, 11 and 17 of the Act.)
- Identify the information that must be provided by a security officer on the application for appointment. (Regulation 3 of the NKP Act)
- Identify the conditions that disqualify the applicant for employment in terms of legislation 4 of the NKP Act.
- List the requirements for provisional employment of NKP security officers. (Regulation 5 of the NKP Act).
- Describe the training requirements that an NKP security officer must comply with (Regulation 16 (1) (f) and (2).)
- Explain how to handle unidentified persons on an NKP. (Regulation 12 of the NKP Act)
- Explain the examination of articles not under the direct control of persons and the harmless rendering thereof. (Regulation 13 of the NKP Act)
- Explain the searching of persons and articles under the direct control of such persons and the seizure of such articles. (Regulation 14).
- Explain the manner and effect of an arrest on an NKP. (Regulation 15 of the NKP Act and section 49 of the Criminal Procedure Act.)
- Explain the limitation on the powers of the NKP security officers. (Regulation 18).
- Identify the conduct that will result in the summary dismissal of an NKP security officer. (Regulation 8).
- Identify what offences are prohibited on an NKP and the penalties that may be imposed. (Section 10).
- Explain the Acts and deeds that a NKP security officer is prohibited from committing on an NKP and the penalties that may be imposed. (Regulation 19).
